The independent senior housing building is within the NorthPointe park <br />service area and no additional park land dedication is required. <br />NorthPointe 8th Addition <br /># Units = <br />72 <br />7 <br />Residential Park Dedication Fee = <br />$3,160 <br />TOTAL = <br />$227,520 <br />Site and Building Plan Review <br />Site Plan <br />The applicant is proposing to construct a 3 story, 72 unit building, constructed over a one <br />story at -grade parking garage (with 1:1 stalls per unit), totaling a 4 story building. The <br />site plan includes a paved parking lot, detached garage, senior building, landscaped <br />courtyard with fire pit and gazebo, dog park area, sidewalk connection to existing trail, <br />wetland and stormwater pond open space. The building footprint is 36,677 sf. <br />The attached Site Plan Review Worksheet details the projects compliance with zoning <br />setbacks, building design criteria, height, lighting and parking requirements. Overall, the <br />proposed independent senior housing building meets ordinance and performance standard <br />requirements unless otherwise noted. <br />Setbacks <br />The R-4, High Density Residential District zoning requirements apply to this project. <br />The Site Plan Review Worksheet details setback requirements. The principal building <br />30ft setback is met along the Chestnut Street front lot line. The 20ft north and south side <br />yard setbacks are also met. <br />Staff notes the detached garage is not allowed in the front yard along Chestnut Street and <br />would need to be relocated or removed. <br />PUD Flexibility <br />The required building setback along an arterial street (I-35E) is 40ft. The applicant is <br />requesting PUD flexibility to reduce this setback from 40ft to 20ft to allow for the <br />proposed building footprint and development of the courtyard amenities. The building <br />will be 120ft from the centerline of the southbound lane of 1-35E and 330ft from the <br />nearest house in NorthPointe. Shifting the building east also provides additional <br />separation from the NorthPointe single family detached homes. <br />C� <br />
