2 <br /> <br />ANALYSIS <br /> <br />A redlined version of the administrative and definition sections (Sections 1007.000 – 1007.125) <br />has been prepared which eliminates unnecessary language and inconsistencies in the document, <br />better reflects City goals and makes the ordinance easier to read and understand. The majority of <br />the text changes are to add language to maintain consistency in the purpose, process and <br />requirements for each of the different sections. <br /> <br />The Planned Unit Development (PUD) section includes the recommendations from the P&Z at <br />the August 11th meeting (which eliminated PUDs as conditional use permits and required all to <br />be processed as a rezoning) and the redlines shown within the attached document are additional <br />changes made since that meeting. <br /> <br />The Environmental Review section (§ 1007.025) is new and outlines the process that the City <br />will use when completing the environmental reviews required by Minnesota Statutes and <br />Minnesota Rules 4410. It is simply intended to notify developers that they are responsible for <br />the City cost to prepare the documents and explains the City review process. This codifies the <br />process that the City has followed in the past. <br /> <br />Staff will continue to make refinements as we work through the process. In the full draft <br />expected to be presented to P&Z in March there will likely be more significant formatting <br />changes and additional refinements to the text. Staff will continue to highlight those changes as <br />we move through the process. <br /> <br />We have prepared a redlined version of the changes for review. The redlined documents are <br />attached for your review and changes are shown in red for deleting the stricken material and <br />adding the underlined material. Changes are shown in green for material that is moved within <br />the document. <br /> <br />SUMMARY <br /> <br />The Planning & Zoning Board should review the draft changes recommended by staff and <br />provide direction on any other desired changes. The direction will be incorporated into the full <br />draft that will be presented early next year. <br /> <br />Our next meeting to review ordinance revisions is February 10th and we intend to review outdoor <br />storage and the new zoning districts identified in the 2040 Comprehensive Plan. <br /> <br />RECOMMENDATION <br /> <br />Provide direction to staff on the proposed administration and definition revisions. <br /> <br />ATTACHMENTS <br /> <br />1.
