2-3 <br />starts over only if the City sends notice, within ten (10) business days, of receipt of the request, <br />telling the applicant what information is missing. The City may extend the sixty (60) day time <br />limit before the end of such time limit by providing written notice of the extension to the applicant. <br />The notification shall state the reasons for the extensionfact and its anticipated length, which may <br />not exceed sixty (60) days, unless approved by the applicant. Failure of the City Council to deny <br />an application within sixty (60) days isrecommend approval of the request. If the City Council <br />denies a request, it shall state in writing the reasons for the or denial at the time it denies the <br />requestof the request. Such recommendation shall be accompanied by the report and <br />recommendation of the City staff. <br /> <br />(8)(g) Approval of a proposed amendment shall require passage by a majority vote of all <br />members of the City Council except that the adoption or amendment of any portion of a zoning <br />ordinance which changes all or part of the existing classification of a zoning district from <br />residential to either commercial or industrial requires a four-fifths (4/5) majority vote of all <br />members of the City Council. If the City Council denies a request, it shall state in writing the <br />reasons for the denial at the time it denies the request. <br /> <br />(9)(h) TheAn amendment shall not become effective until such time asto this chapter, <br />adopted by the City Council approves an ordinance reflecting said amendment and after said <br />ordinance is published in the official newspaper. An emergency ordinance, shall take effect <br />immediately upon its adoption or at such later date as it specifies. Every other ordinance shall take <br />effect thirty (30) days after its publication or at such later date as it specifies. <br /> <br />(10)(i) No application for a zoning text or map amendment or rezoning which has been <br />denied shall be resubmitted for a period of twelve (12) months from the date of said order of denial. <br /> <br />
