They shall be payable solely from the <br /> public utility`fund and the city shall be expressly relieved by the <br /> terms thereof to levy, collect, use or apply any moneys received or <br /> to be received from taxation for the payment of either principal or <br /> interest t on such'certificates except for the payment of charges for <br /> ` L service rendered or benefits received by the city. Any <br /> resolution authorizing the issuance of any such certificates may be <br /> amended as to any of its provisions by subsequent resolution or <br /> resolutions adopted prior to the actual delivery of the certificates <br /> therein authorized. <br /> None of the provisions of Chapter 21B of Mason's 1927 Minnesota <br /> Statutes; and acts amendatory or supplemental thereto, relating to <br /> regulations of sales of stocks, bonds and other securities, shall be <br /> 8 s ti applicable to the certificates issued pursuant to this section. The <br /> validity of such certificates shall not be dependent on or affected by <br /> im validity or regularity of any proceedings relating to the project <br /> for which the certificates are issued. The resolution authorizing <br /> such certificates may provide that the certificates shall contain a <br /> recital that they are issued pursuant to this section, which recital <br /> t shall be conclusive evidence of the validity and regularity of their <br /> ` issuance. Such certificates shall not be included in determining the <br /> net indebtedness of the city under this charter or applicable law. <br /> E The council shall have the power to issue refunding revenue cer- <br /> tificates to refund any such public utility revenue certificates previ- <br /> .4 <br /> t ously issued when the funds on hand in the public utility fund are <br /> insufficient to meet any maturing public utility revenue certificates <br /> or interest or to refund any such certificates at their optional or <br /> callable dates where such certificates are when issued made option- <br /> al or callable at some time prior to their maturity date. The issu. <br /> ' <br /> ance of such refunding certificates shall be authorized by a resolu- <br /> tion of the council and shall constitute the same lien or charge on <br /> the public utility fund as did the certificates refunded. <br /> CHAPTER 8 <br /> Public improvements and special assessments <br /> Sec. 800. The city plan. The city council shall, with the assistance <br /> of an engineer or an advisory city planning commission, if either or <br /> both be appointed by the city council, and such other service that it <br /> may deem necessary, prepare and adopt by ordinance a complete plan <br /> for the physical development of the city. Such plan may be altered <br /> from time to time in the same manner. The plan shall include <br /> provisions for zoning to regulate the location, size, use and height of <br /> buildings, the arrangement of buildings on lots, and the density of <br />
