Name and boundaries. The Village of Blaine, in the County of Anoka, State of Minnesota, shall, upon the taking effect of this charter, con- tinue to be a municipal corporation, under the name and style of the City of Blaine, with the same boundaries as now are or hereafter may be established. Sec..1.02.:Powers of the city. . The city shall have all powers which it may now or here- after be possible for a municipal corporation in this state to exercise in harmony with the constitutions of this state and of the United States. It is the intention of this charter that every power which the people of the City of Blaine might lawfully confer upon themselves, as a municipal corporation, by specific enumeration in this charter shall be deemed to have been so conferred by the provisions of this aection:This 'Editor's note--The charter,originally adopted,Nov.3,1964,is printed herein as It'appeared in revised reprinting of Dee. 5, i976; except that removal of sender referencea, directed by;Ord.
