WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br />Date: January 24, 2022 <br />To: City Council <br />From: Michael Grochala, Community Development Director <br />Re: Hodgson Road/County Road J Intersection Improvements <br />Background <br />Redevelopment of the northwest quadrant of the Hodgson Road/County Road J <br />intersection, by Lyngblomsten, required certain improvements to the adjacent county <br />roads. These improvements included turn lanes at all new intersections and the Hodgson <br />Road/CRJ intersection along with modifications to the existing signal system. These <br />proposed improvements led to a broader discussion with Anoka and Ramsey Counties, <br />Shoreview and Lino Lakes on a more comprehensive solution to the areas transportation <br />needs. <br />In 2021, Anoka County agreed to take over the project lead and retained WSB and <br />Associates to investigate intersection design options and facilitate a public engagement <br />process. A detailed traffic modeling analysis was completed as part of the initial design <br />study. Preliminary layouts for the intersection include both signalized and roundabout <br />options. Pros and cons have been identified for each option and assembled into the <br />attached review matrix. <br />The County is preparing to begin public engagement on these concepts in February. <br />Following determination of a preferred alternative preparation of final plans and cost <br />sharing, agreements would be completed. At the City's request "gateway" <br />improvements, including signage and/or streetscaping improvements can be incorporated <br />into the final design. Construction is planned for 2023. <br />Representatives from Anoka County and WSB will be present at the work session to <br />review the project concepts. <br />Requested Council Direction <br />Discussion only <br />Attachments <br />1.
