WS — Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br />Date: January 24, 2022 <br />To: City Council <br />From: Julie Bartell <br />Re: Redistricting and Voting Precincts <br />Redistricting Update <br />Redistricting is the process of redrawing the boundaries of election districts after <br />completion of the decennial Census. The purpose of redistricting is to ensure that people <br />are equally represented. <br />Municipalities can be impacted by the redrawing of lines because legislative boundaries <br />(state and federal) can change and municipal voting precincts boundaries must coincide <br />with those lines. <br />The schedule for redistricting as it impacts municipalities is as follows: <br />- February 171h — Cities receive a final redistricting map (indicating state and <br />federal legislative districts); <br />- By March 281h — Cities must pass a resolution establishing precinct lines and <br />polling locations for 2022 elections. There is a penalty for noncompliance. <br />Precinct caucuses will be held on February 1" utilizing current legislative districts. <br />Voting Precincts <br />Redistricting season is a logical time for cities to review their voting precincts because <br />there is public awareness and opportunity to inform residents of changes to their polling <br />location. Reasons to consider change are population differences due to development, <br />identification of better polling facilities or making locations more convenient for voters. <br />Staff has reviewed the City's current Voting Precinct Map and investigated possible <br />changes. The lack of available and appropriate new polling locations is impacting the <br />possibility for certain changes. A suggestion for a precinct line change was received <br />from a council member in 2021 and is presented as an option below. <br />Staff is presenting the following options: <br />
