PVC sewer main along the private road extending from Otter Lake Road. The sanitary <br />sewer system has capacity to accommodate the commercial development. <br />RECOMMENDATION <br />Staff recommends approval of the preliminary plat and site plan review for Otter <br />Crossing with the following conditions: <br />1. A private road easement and maintenance agreement or Operating, Easements, <br />and Maintenance Agreement (OEM) shall be recorded for the private road. <br />2. Details of the drive -through order board intercom shall be provided with the <br />building permit for that unit. <br />3. An Administrative Permit is required for any outdoor dining. <br />4. The applicant shall submit a Land Use Application for final plat after preliminary <br />plat approval. <br />The following comments shall be addressed at the time of final plat submittal: <br />1. All comments from the City Engineer letter dated August 6, 2020 shall be <br />addressed. <br />2. All comments from the Environmental Coordinator letter dated August 4, 2020 <br />shall be addressed. <br />3. All comments from the Anoka County Highway Department letter dated (to <br />follow) shall be addressed. <br />4. Deputy Director L'Allier notes a hydrant shall be located closer to the Fire <br />Department Connector (FDC) on the north side of the building near the <br />transformer. <br />5. A draft private road easement and maintenance agreement or Operating, <br />Easements, and Maintenance Agreement (OEM) shall be provided for City review <br />and approval. <br />6. A comprehensive sign plan for the entire building is required. <br />7. All applicable plan sheets: <br />a. A trail on the west side of Otter Lake Road and a pedestrian cross walk <br />with signal improvements at the CSAH 14 and Otter Lake Road <br />intersection shall be provided. Construction costs shall also be provided. <br />8. Sheet 1. 1, Exiting Conditions: <br />a. The acreage of the each wetland shall be included. <br />9. Sheet 3. 1, Preliminary Plat: <br />a. Outlots A thru D shall be one (1) outlot. <br />b. Outlot D shall be incorporated into the outlot and a private road easement <br />and maintenance agreement recorded over it. <br />c. A drainage and utility easement shall be platted over the private road. <br />d. The delineated wetland boundary and acreages shall be included. <br />e. The chart shall reflect data for the entire 29 acre parcel and include the <br />wetland acreage. <br />17 <br />
