Planning & Zoning Board <br />July 8, 2020 <br />Page 3 <br />Chair Tralle liked the idea of the coniferous trees as a screen. <br />Ms. Peacock suggested arborvitaes be planted since they are more resilient than <br />other conifers. <br />Chair Tralle explained the applicants will receive a list of trees from the City which <br />they will pick from. <br />Ms. Peacock asked why the applicant did not understand that the conditional use <br />permit did not allow them to store equipment outside. <br />Chair Tralle said he, too, assumed the applicant would be allowed to store <br />equipment outside. <br />Ms. Peacock questioned whether the applicant needs a lot of outdoor storage. <br />Chair Tralle assured Ms. Peacock the applicant does need a lot of outdoor storage. <br />Mr. Reinert inquired if the building is sold to a new owner and they have nothing to <br />display, at what point would the display become a storage area. <br />Ms. Larsen clarified they would not be allowed to place anything there unless they <br />were displaying equipment for rent. <br />Mr. Reinert asked if that would be a part of staff s consideration in the conditional <br />use permit that is issued. <br />Ms. Larsen stated yes, it would be taken into consideration by City staff. <br />Chair Tralle said that is why we should reevaluate the conditional use permit when a <br />building is sold. <br />Applicants Comments <br />Chair Tralle asked the applicant, Scott Carlson, if he liked the idea of the evergreens <br />as a screen. <br />Mr. Carlson stated he likes greenery and he thought the evergreens would provide <br />good shielding. He clarified why he misunderstood the conditional use permit <br />stating he was under the assumption that 25% or 1,900 sq. ft. of storage space was <br />permitted in addition to the display area. He also informed the board All Seasons <br />Rental is no longer a Penske truck rental agent since the trucks took up a lot of their <br />display area and he noted the Kelly St. neighborhood would rather not see the trucks <br />there. He further stated unless All Seasons Rental obtains a new piece of equipment <br />they would like to display, the display area would not be utilized often and all the <br />remaining equipment will be behind the building or behind the screen. <br />DRAFT MINUTES <br />
