It' s been <br /> 49 about a year since the City was notified that the YMCA would not be reopening the facility in Lino <br /> 5o Lakes. The City commissioned a feasiblity study and the consultants who have prepared that report <br /> 51 are present. <br /> 52 <br /> 53 Mr. Stu Isaac, Isaac Sport Group, reviewed the written report, summarized in a presentation including <br /> 54 information on <br /> 55 The Study Process and Methodology; <br /> 56 Goals and Opportunities for the Rec Center; <br /> i <br /> 57 Vision - rethinking as a Lino Lakes Recreation and Community Center to include those things <br /> 58 that were missing from the YMCA offerings; <br /> 59 Programming (precedes design) — Immediate and long term growth and expansion; <br /> 60 Potential Program Outsourcing (swim lessons; fitness provider); <br /> 61 Membership Model — recommending 60% of equivalent YMCA membership rates ; overall and <br /> 62 drop in memberships; membership categories; discount for annual membership; <br /> 63 - Operating and Financial Goals; <br /> 64 Management Models (City managed; Outsourced; Hybrid management model); pros and cons <br /> 65 of each reviewed; <br /> 66 Re-Opening Costs — estimate provided; <br /> 67 Financial Operating Analysis (City managed and hybrid option) ; (Year 3 budget estimate) ; <br /> 68 Long Term Accrued Deficit; <br /> 69 Capital Outlay; <br /> 70 Long Term Goals and Opportunities (sports center, outdoor activity center, community <br /> 71 function space); <br /> 72 Timeline — workback provided in report for hybrid and city managed model; timeline factors; <br /> 73 Next steps. <br /> 74 Delores Langston, 6625 White Birch Court — She and her hustand are charter members of the YMCA <br /> 75 and they mourn it' s passing.
