CITY OF LINO LAKES <br />RESOLUTION NO.22-33 <br />RESOLUTION APPROVING MEMORANDUM OF UNDERSTANDING WITH RICE <br />CREEK WATERSHED DISTRICT <br />SHENANDOAH PARK BMP FEASIBILITY STUDY <br />WHEREAS, the 2009 Rice Lake Stormwater Retrofit Assessment (SRA), prepared by the Rice <br />Creek Watershed District and the Anoka Conservation District provided a blueprint to improve <br />stormwater quality and reduce the volume of runoff entering the stormwater system from <br />neighborhoods that contribute to the degradation of Rice Lake; and <br />WHEREAS, on September 27, 2013 the U.S. Environmental Protection Agency approved the <br />District's Lino Lakes Chain of Lakes Nutrient Total Maximum Daily Load Study, with the <br />purpose of quantifying the total phosphorus loading reductions needed for Rice Lake, and others, <br />to meet state water quality standards; and <br />WHEREAS, the development of content within the SRA included review and input from other <br />partners in the Rice Lake Subwatershed, including the City of Lino Lakes and <br />WHEREAS, the SRA includes a project concept for the City's Shenandoah Park, suggesting it as <br />an ideal location to develop a project to improve water quality by reducing total phosphorus <br />loads and runoff rates, and potentially restoring previously drained wetland areas, collectively <br />resulting in improvements to Rice Lake; and <br />WHEREAS, the SRA establishes that a feasibility study including additional engineering and <br />modeling is required to analyze potential project concepts, and their respective benefits, for <br />Shenandoah Park (Study); and <br />WHEREAS, the Study will provide valuable information should either the City or RCWD pursue <br />external grant funding for a proposed water quality improvement project in Shenandoah Park in <br />the future; and <br />WHEREAS, the City desires to proceed with the aforementioned Study to further develop <br />project concepts for Shenandoah Park; and, <br />WHEREAS, the RCWD desires to cooperate with the City by providing cost -share assistance for <br />the Study; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes hereby <br />approves the MOU with the RCWD and authorizes the Mayor and City Clerk to execute the <br />agreement on behalf of the City. <br />BE IT FURTHER RESOLVED, that City staff are hereby authorized and directed to enter into a <br />contract with WSB for the preparation of the Shenandoah Park BMP Feasibility Study in the <br />amount of $21,925. <br />
