WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br />Date: March 14, 2022 <br />To: City Council <br />From: Sarah Cotton, City Administrator <br />Re: Strategic Planning/Goal Setting <br />Background <br />At the February 7, 2022, City Council Work Session, the City Council discussed <br />scheduling a strategic planning/goal setting session and reviewed the process last <br />completed in 2017. The Council expressed support for bringing in a facilitator in 2022 <br />and directed staff to bring forward recommendations to support the effort. <br />Staff contacted two meeting facilitators who were recommended by other cities. <br />Proposals were received from Craig Rapp, President of Craig Rapp LLC/Rapp <br />Consulting Group, and Craig Waldron, Owner of The Waldron Company. Both <br />facilitators outline a similar approach commencing with a planning meeting with staff to <br />learn about the current operating environment, projects, and potential concerns or issues <br />that need to be addressed. Both facilitators propose utilizing a SWOT analysis to get <br />visibility into the current state of the City and help develop strategic, high level priorities <br />for the coming year. A summary report detailing the process, outcomes, targets, and <br />action plan will be prepared and submitted to the City for use in implementing "the plan" <br />Craig Waldron Proposal — One 8-Hour Session, prefers offsite meeting location. Can <br />accommodate two 4-hour sessions, but then prefers an evening session and following <br />morning. Proposed fee of $160 per hour, plus mileage. Estimate of $2,000-$3,000 for <br />entire project. <br />Craig Rapp Proposal — Two 4-Hour Sessions or One 8-Hour Session — The 4-hour <br />sessions are typically held on consecutive weekday evenings. Proposed fee of $14,250. <br />The 2022 Budget includes $4,000 for a Strategic Planning/Goal Setting Facilitator. <br />Requested Council Direction <br />Consider selecting a facilitator and discuss tentative dates/times for the session(s). <br />Attachments <br />None <br />
