CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : March 14,2022 <br /> 5 TIME STARTED : 6:00 p.m. <br /> 6 TIME ENDED : 7:45 p.m. (after recess) <br /> 7 MEMBERS PRESENT : Councilmember Stoesz,Lyden,Ruhland, <br /> 8 Cavegn and Mayor Rafferty <br /> 9 MEMBERS ABSENT <br /> 10 Staff members present: City Administrator Sarah Cotton; Community Development <br /> 11 Director Michael Grochala; Rookery Activity Center Manager Lisa Lamey; <br /> 12 Communications Specialist Andrea Turner; Director of Public Safety John Swenson; <br /> 13 Public Services Director Rick DeGardner; WSB Project Engineer Kelsey Gelhar; <br /> 14 Environmental Coordinator Andrew Nelson <br /> 15 1. Strategic Planning/Goal Setting—City Administrator Cotton reviewed her <br /> 16 written staff report outlining options for facilitating services related to City planning and <br /> 17 goal setting. Based on research and recommendations,there are two consultant options <br /> 18 presented—Craig Rapp and Craig Waldron. Both of the options outline a similar <br /> 19 approach, however,there is quite a difference in price,with the lower amount being <br /> 20 closer to what is currently budgeted for this activity. <br /> 21 <br /> 22 Mayor Rafferty asked if the council prefers a facilitator rather an in-house approach. <br /> 23 Comments included favorable to facilitator,probably not needed because so little of the <br /> 24 budget is flexible,possibly get the advisory boards involved and go it on our own, and <br /> 25 noting that the proposed fees are reasonable. Ms. Cotton added that Dr. Waldron would <br /> 26 be the most focused to this project because he wouldn't have others underway at the same <br /> 27 time. Mayor Rafferty suggested a gathering of council ideas and then utilizing that <br /> 28 information to decide the future process. <br /> 29 <br /> 30 Mayor Rafferty suggested that each councilmember do some pre-work on goal setting. It <br /> 31 was suggested that councilmembers receive some information on the process to assist in <br /> 32 providing that information. Mayor Rafferty suggested that each member submit five <br /> 33 thoughts to the City Administrator. Councilmember Lyden suggested that one thing to <br /> 34 think about ahead is a general statement about the mission or goals of the City. <br /> 35 Councilmember Ruhland suggested that the City seek some input from the public, <br /> 36 through the communications system. Administrator Cotton remarked that stakeholder <br /> 37 engagement isn't necessarily included in the services but something general out on social <br /> 38 media may be helpful. <br /> 39 2. Oak Wilt Abatement Order—Environmental Coordinator Nelson reviewed his <br /> 40 written staff report outlining a plan to utilize abatement correspondence to address <br /> 41 outstanding oak wilt situations.
