1 <br />PLANNING & ZONING BOARD <br />AGENDA ITEM 8B <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />P & Z MEETING DATE: April 13, 2022 <br />REQUEST: Master Plan Studies Discussion <br />APPLICANTS: City Initiated <br />INTRODUCTION <br />Staff is requesting guidance on the objectives and scope of proposed master plans recommended <br />at the February 9, 2022 Planning & Zoning Board meeting. <br />BACKGROUND <br />At the February 9, 2022 Planning & Zoning Board meeting, the board discussed the need for <br />master planning certain areas within the City. The board passed a motion to recommend that the <br />City Council fund master planning studies in the following areas: <br />•Main Street from 21st Avenue to 24th Avenue <br />•Main Street and Lake Drive intersection area <br />•Main Street and Sunset Avenue <br />Prior to forwarding the request to the City Council for consideration, staff is requesting further <br />definition on the objectives of the master plans. A master planning process can take on many <br />different forms and the needs of each area may be unique. The 2040 Comprehensive Plan <br />generally identifies gateway locations, the need to strengthen and maintain the appearance of <br />gateways, and recommendation to complete master planning studies where identified. <br />Past master planning efforts have included, land use, design requirements, infrastructure <br />improvement planning and development phasing. The two prior efforts included Hodgson and <br />County Road J intersection (2007), and the Town Center Area (1998). In both cases, a master <br />plan was prepared as part of formal Comprehensive Plan Amendments to establish mixed use <br />districts. The plans addressed to some extent land use, infrastructure routing and timing, and <br />established design guidelines in addition to base zoning requirements. <br />The areas proposed above fall into a somewhat different category because much of the legwork <br />has been established in the comprehensive plan already. However, there are certain <br />considerations to evaluate for each planning area. <br />ANALYSIS
