The City Administrator or department director will determine which positions require a mobile <br />phone and whether the needs are best served through issuance of a City -owned mobile phone or <br />through a City -paid monthly stipend for using their personal mobile phones. An employee who <br />has been provided a City -owned mobile device must have it available during business hours, <br />emergency responses, and other times as required. <br />A monthly stipend of $30 will be provided to employees who use their personal smart phone and <br />need to remotely access network information and respond to email while out of the office. The <br />reimbursement is considered a de minimis benefit and not taxable. <br />Employees who are provided a monthly stipend are responsible for all costs associated with the <br />purchase, maintenance, replacement, and upgrade of their mobile device and for the cost of <br />personal cellular service agreements. <br />35 <br />
