COUNCIL MINUTES <br />DRAFT <br />2 LINO LAKES CITY COUNCIL <br />3 REGULAR MEETING <br />4 MINUTES <br />5 <br />6 DATE : April 11, 2022 <br />7 TIME STARTED : 6:30 p.m. <br />8 TIME ENDED : 7:00 p.m. <br />9 MEMBERS PRESENT : Councilmember Stoesz, Lyden, <br />10 Ruhland, Cavegn and Mayor Rafferty <br />11 MEMBERS ABSENT <br />12 Staff members present: City Administrator Sarah Cotton; Human Resources and Communications <br />13 Coordinator Meg Sawyer; Rookery Activity Center Manager Lisa Lamey; Director of Public Safety <br />14 John Swenson; Director of Public Services Rick DeGardner; City Clerk Julie Bartell <br />15 <br />16 PUBLIC COMMENT <br />17 Melissa Miller, 8044 Woodduck Trail — told a story about a developer who built a house for free <br />18 that resulted in a poor product due to lack of pride in the job. She provided a document to the <br />19 council and noted that many residents, including herself, don't take the time to follow all of the <br />20 government's work. As a result almost all of the trees behind her house have been taken down and <br />21 she will be seeing regularly several new homes being built. She would implore the council to think <br />22 about the people impacted by their decisions and perhaps keep trees, etc. <br />23 <br />24 Administrator Cotton read a comment submitted by email by Frederick and Melanie Hedervare, <br />25 8105 Diane St. Mayor Rafferty noted that the residents are concerned about development in the <br />26 area of Lake Drive and Main Streets but nothing has actually been proposed but rather a concept <br />27 plan has been brought forward. He's aware of no other communication on a project. Ms. Cotton <br />28 said she will ask staff to reach out to these residents about what the process would be if something <br />29 did come forward. <br />30 SETTING THE AGENDA <br />31 The agenda was approved as presented. <br />32 SPECIAL PRESENTATION <br />33 Oath of Police Service — Police Officer, Eric Heu <br />34 CONSENT AGENDA <br />35 Councilmember Ruhland moved to approve the Consent Agenda, Items IA through 1 E as presented. <br />36 Councilmember Lyden seconded the motion. Motion carried on a voice vote. <br />37 <br />38 ITEM ACTION <br />39 Consideration of Expenditures: <br />4o A) April 11, 2022, Check No. 116181 to No. 116249, in the <br />41 amount of $275,802.33 Approved <br />1 <br />
