CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : April 11,2022 <br /> 5 TIME STARTED : 6:00 p.m. <br /> 6 TIME ENDED : 6:25 p.m. <br /> 7 MEMBERS PRESENT : Councilmember Stoesz, Lyden,Ruhland, <br /> 8 Cavegn and Mayor Rafferty <br /> 9 MEMBERS ABSENT <br /> 10 Staff members present: City Administrator Sarah Cotton; Community Development <br /> 11 Director Michael Grochala; Rookery Activity Center Manager Lisa Lamey; Director of <br /> 12 Public Safety John Swenson; Public Services Director Rick DeGardner; <br /> 13 1. Continue Review of Rookery Policies and Procedures <br /> 14 2. Review Regular Agenda— <br /> 15 <br /> 16 Open Mike—Administrator Cotton noted that an Open Mike comment has been received <br /> 17 in writing. She will read the email message at the council meeting. The council may <br /> 18 want to ask staff to contact the senders to update them on their question. <br /> 19 <br /> 20 ACRED Cost Share Agreement—Councilmember Cavegn asked about the benefit of <br /> 21 belonging to this economic development partnership. Community Development Director <br /> 22 Grochala explained how participation works—there are a number of events throughout <br /> 23 the year to get the City's name out and there is a certain amount of individual assistance. <br /> 24 <br /> 25 Activity Center Coordinator Appointment—Ms. Sawyer reviewed her written report <br /> 26 adding that the candidate is a former City employee who was a recreation supervisor. <br /> 27 <br /> 28 On-Sale Liquor License Fee Waiver—Mayor Rafferty asked council members for their <br /> 29 thoughts on a waiver at this time. <br /> 30 <br /> 31 Councilmember Stoesz noted that the pandemic has impacted all small businesses in the <br /> 32 City. He isn't opposed to giving a discount on fees but he's concerned about all <br /> 33 businesses. <br /> 34 <br /> 35 Councilmember Ruhland said he is pro-business. He has spoken to other cities and has <br /> 36 found no one else looking at waivers. He would have difficulty looking at a full waiver. <br /> 37 <br /> 38 Mayor Rafferty remarked that he originally thought of this in the frame of it being <br /> 39 covered by COVID dollars but that has not been verified. <br /> 40 <br /> 41 Councilmember Lyden asked the City Administrator for her opinion. <br /> 1 <br />
