City of Lino Lakes Home Rule Charter Commission <br /> 2004 Annual Report <br /> In 2004 the Lino Lakes Charter commission saw or participated in the following developments: <br /> • The filling of all the vacancies in the commission,which had gone as long as two years <br /> unfilled, <br /> • Updating of the Commission's by-laws to be consistent with the city's current practices, <br /> • Reception and discussion of a letter to the Mayor and City Council about the charter by a <br /> resident affected by a proposed road reconstruction project. (That project went to a <br /> referendum under state statute and was turned down by the voters in the November 2003 <br /> election), <br /> • Election of new officers of the commission(Chair Trehus,Vice Chair Carlson, Secretary <br /> Dahl), <br /> • Efforts to collect and file archives of the charter and the commission, <br /> • A joint meeting with the City Council(April 8,2004)where the following was discussed: <br /> 1. The 2003 road reconstruction election and why it wasn't approved, <br /> 2. The anticipated development of the Pavement Management Plan, <br /> 3. City communication with the residents about the city charter and how it affects them, <br /> 4. The 5-year financial plan per city charter, <br /> 5. Bonding implications in areas of the city exempt from chapter 8 of the charter, <br /> 6. The aforementioned letter to the Mayor and City Council and the handling of any similar <br /> letters from residents. <br /> • A discussion of the open meeting law and how that relates to charter commissioners, <br /> • Reception of a letter to the commission on 7/8/04 from the City Administrator indicating that <br /> staff feels the Charter may need to be modified to get road improvements completed within <br /> the City. <br /> • A special meeting on 7/19/04 to draft a letter to the City Council and City Administrator <br /> repeating a perceived need for thorough communication with the residents about the city <br /> charter and it's effect on assessable improvement projects such as road reconstruction, <br /> • Review of the draft Pavement Management Plan, <br /> • A review of financial information that showed staff-directed expenses under the Charter <br /> Commission section of the city budget.
