6 <br /> <br />Recycling <br /> <br />Applicant is planning to construct an enclosure for trash and recycling. <br /> <br />RECOMMENDATIONS <br /> <br />Staff recommends that the preliminary plat for Otter Crossing 2nd and site plan review for <br />Tidal Wave Auto Spa be forwarded to the Planning and Zoning Board and City Council <br />with the following comments: <br /> <br />1. Remove all shrubs from beneath tree canopy symbols on the north and south <br />perimeters to prevent competition with new trees and avoid poor <br />performance/mortality of species requiring full sun. These shrubs will not have to <br />be replaced elsewhere. <br /> <br />2. Open space standards have not been met. Recommend adding three large shrubs <br />to the west perimeter to accent the west building face. <br /> <br />3. The foundation landscape requirements have not been met. <br /> <br />To meet requirements, switch the Ivory silk Japanese tree lilac to a larger species <br />(large trees have a mature height of at least 40 ft). Alternatively, another medium <br />tree could be added close to the tree lilac near the north building face. <br /> <br />Add 2 large shrubs within 30 feet of the east building face. Alternatively, existing <br />shrubs could be swapped to a larger species (with a mature height of at least 6 ft.) <br /> <br />4.
