The parcel currently consists of a vacant undeveloped land consisting of mostly flat <br />agricultural land. The applicant is proposing to redevelop parcel into a drive-thru car wash <br />facility along with associated parking lot, drive-thru lanes, and self-service vacuum stalls. <br /> <br />The project is located within the jurisdiction of City of Lino Lakes. The parcel is currently zoned <br />for GB, General Business, in which the use for a car wash is allowed through a conditional use <br />approval. Tidal Wave is buying this section of the land from BLino LLC. In turn, BLINO LLC is <br />processing the master plat with the overall lot subdivisions, including the Tidal Wave parcel. <br />Bowman is acting as agent for Tidal Wave for the site plan and conditional use application <br />process and designing the construction drawings for the carwash. <br /> <br />The carwash consists of a single lane tunnel within a 3,500 SF building. Tidal Wave will provide <br />entry through the northeast corner of the site, and customers are then able to take advantage of <br />the free car vacuuming services available onsite through the 28 vacuum spaces. The design <br />allows for at least 12 cars of car stacking for vehicles waiting to enter the tunnel. Payment is <br />processed through a pay station along the northern drive aisle, but the site will also have 2-3 <br />employees assisting with operations on site. <br /> <br />Tidal Wave Auto Spa has changed the business of automated carwashes with their ceramic sea <br />gloss treatment, which adds a coating protectant to leave vehicles with longer shines than the <br />average carwash program. Also - washing the average car at home uses approximately 93 <br />gallons of water. Home carwashes often send all the dirty water, untreated, into the municipal <br />sewer or stormwater systems where it can impact local waterways such as creeks, rivers, or <br />coastal areas. The proposed carwash project at Lino Lakes will have built-in technology to <br />recapture water and recycle it to minimize waste. <br /> <br />The Tidal Wave model uses high pressure washes use to reduce the amount of water used per <br />car. Tidal Wave anticipates having an average of 12,500 cars per month going through the <br />tunnel. Each car will use 87.57 gallons per car, but it reduces the amount of fresh water used to
