<br />APPROVED MINUTES <br /> <br /> Ms. Ulbricht with Anoka County Resource and Recycling Solutions Department. <br /> The department does solid waste and policy planning and reporting to MPCA. <br /> They do programming for recycling, organics, household hazardous waste <br /> (residents, businesses, schools and events). Provide funding for municipal <br /> recycling programs and are non-regulatory. In addition, they provide technical <br /> assistance to business and school and grant opportunities. <br /> <br /> In 2015 Anoka County had a 51% recycling rate and by 2030 the county is <br /> suppose to be at a 75% rate. <br /> <br /> At the start of 2016, private business and commercial property owners with four <br /> yards of garbage service per week must recycle three type of materials. Schools, <br /> as public entities, are included in same law as businesses. MN Pollution Control <br /> Agency is the Legislature’s enforcer on this. <br /> <br /> Potential cost savings to the business is that trash is taxed by the state at 17%, <br /> recycling is not taxed. Also proper size of trash and recycling containers could <br /> decrease pick up frequency. <br /> <br /> Waste Wise works with the Chamber of Commerce- business to business to <br /> give a free site assessment, provide written recommendations to reduce waste at <br /> facility, assists with writing grants, recommendations for hard to dispose of items, <br /> free recycling container signs, and free window cling. <br /> <br /> Mr. Klapperich stated that in 2016 Lino Lakes had two business that has accepted <br /> Waste Wise to come on site. He is hoping for more success this year. <br /> <br /> A lot of the food waste goes to “Food to Hogs”. <br /> <br /> One success story is the Lino Lakes YMCA, which diverted 28,912 lbs., of single <br /> stream recycling annually. This was accomplished by adding color-coded <br /> containers, and signage. <br /> <br /> Eight area McDonalds (not Lino Lakes) – 249,600 lbs. of organics recycling <br /> annually. This is organics from the back only of the store and includes eggshells, <br /> coffee grounds, etc. They report to be breaking even financially. They have to pay <br /> the organics truck to come pick up the load, but they often down size the garbage <br /> container. <br /> <br /> Ms. Kaufenberg questioned if the organics recycling has been brought upfront to <br /> the customers. <br /> <br /> Mr. Klapperich stated that one fast food restaurant had tried it but the loads were <br /> rejected because of contaminated material and with the name of the restaurant on <br /> the food wrapper, the restaurant ends up paying for it.
