Proposed Ordinance 06-15 <br /> <br />Mr. Asleson went through the background of the proposed Ordinance 06-15. The <br />ordinance was updated to conform to the new RCWD rule changes. <br /> <br />Katy Thompson, project manager in water resource from WSB, mentioned the six <br />minimum measures that a stormwater ordinance must address: <br /> <br />1. Implementation of proper erosion and sediment controls on sites over ½ acre <br />2. Requiring construction site operators to control erosion and sediment <br />3. Controls for chemicals, solid wastes and other wastes on construction sites <br />4. Procedures for site plan review of construction plans that consider potential <br />water quality impacts <br />5. Procedures for receipt and consideration of information submitted by the <br />public <br />6. Sanctions to ensure compliance <br />7. Illicit Discharge Detection and Elimination <br />8. Implementation of post-construction runoff controls to the extent allowable by <br />state or local law <br /> <br />The board would like to see the new changes highlighted in the hand-out so that the <br />changes are easier to see. <br /> <br />Ms. Andrzejewski MOTION to recommend the approval of the proposed ordinance 06- <br />15. Motion was seconded by Mr. Sullivan. Motion carried 5-0 <br /> <br />6. DISCUSSION ITEMS <br /> <br /> A. Comprehensive Stormwater Management Plan for Northeast Discussion <br /> <br />Katy Thompson, is looking at a new outlet at Peltier Lake for entire drainage area. The <br />northeast area is 1430 acres of land, and along 35E from Main Street at the southernmost <br />point to almost 80th Street on the north side. There should be no adverse changes to <br />Peltier Lake at all. <br /> <br />1. Preliminary design information for the conveyance system and outfall. <br />2. Allowable peak discharge rates and stormwater storage to be provided for <br />each sub-watershed within the City. <br />3. Analysis and description of stormwater treatment BMP’s to be provided.
