Evironmental Board <br />July 27, 2016 <br />Page 2 <br />APPROVED MINUTES <br />5. ACTION ITEMS <br /> <br />A. Chavez Preserve, Site Plan Review <br /> <br />The proposed Chavez Preserve development is a 2.40 acre proposed Residential <br />development. The project is located north of White Pine Road, west of Laurene Avenue, <br />and south of Baldwin Lake. The submitted survey is showing six single family lots, of an <br />average size of 15,854 sq. ft. <br /> <br /> The project is located in the shore land overlay district of Baldwin Lake. <br /> <br />The project is in a moderate amount of vulnerability to ground water pollution – Drinking <br />Water Service Management Area. <br /> <br />Soils <br /> <br />Soil boring information must be made available to the city for review. <br /> <br />Shore Land Overlay District <br /> <br />Set back is not an issue with this project <br /> <br />Threatened and Endangered/Unique Resource Considerations <br /> <br />There are no Threatened and Endangered species on this property. <br /> <br />Stormwater Pollution Prevention Plan <br /> <br />Before ground disturbance occurs, all Minnesota Pollution Control issues for <br />Construction Permit must be in place including a designated and certified inspector for <br />the project. <br /> <br />Stormwater Management <br /> <br />There are two ponds proposed for the north side of the property and a rain garden <br />proposed for the south side of the property. None of the ponds are suitable for infiltration <br />in that the water tables are too high. The developer is proposing NURP and drainage to <br />the NW in the NW corner pond and to the North in the East side pond. Drainage must not <br />exceed existing rates of discharge from the site or allowable volumes. Proof that water <br />leaving the site on the north side will not create wetter conditions for residents <br />downstream. <br /> <br />The south side has a rain garden designed into it. This rain garden is for rate control <br />only. Staff is proposing they move this rain garden between the two ponds on the north <br />and create an inflation train. <br />
