Meeting Attendance and Quorum <br /> <br />Mr. Sullivan did a brief overview of Chapter 217 in Code of Ordinances which goes <br />over the duties of the Environmental Board as well as the meeting attendance and <br />quorum requirements. <br /> <br />B. Land Use Application Process <br /> <br />Mr. Sullivan did a quick summary of the land use application process and cost of <br />different fees. He would like to thank Ms. Larson for the work in putting the <br />information together. <br /> <br />VII. ACTION ITEMS <br /> <br />A. Planned Unit Development General Concept Plan Review for Burque Property <br /> <br />Mr. Nelson described the plan unit developmentment of four parcels into 102 single <br />family homes and a 50 unit senior housing building that would be located directly <br />south of the Northpointe subdivision. These parcels have 23.01 acres of developable <br />land, 34.61acres of wetland and buffers, and 6.29 acres of street ROW(street right of <br />way). This project would involve rezoning parcels from rural to residential. <br /> <br />Most of the site has been used for agriculture in the past. There are opportunities for <br />wetland restoration associated with this project. <br /> <br />Storm water on the site heads south to Amelia Lake through private ditches. Storm <br />water management plan will have to be submitted. <br /> <br />The project will require an NPDES permit and SWPPP. <br /> <br />The site falls within the flood management zone. Flood zone should not encroach <br />into lots if feasible. <br /> <br />A wetland delineation will be required and Vadnais Lake Area Water Management <br />Organization (VLAWMO) is responsible for administering the Wetland <br />Conservation Act. VLAWMO will provide decisions regarding any wetland impacts <br />that are proposed to occur during the course of development. <br /> <br />The wetlands are considered high priority in the Resource Management Plan. This <br />project should include wetland buffers of 50 feet on average with a 25 foot <br />minimum. <br /> <br />There maybe opportunities to restore hydrology on the site by minmizing runoff to <br />the private ditch.
