Please note that this is mainly a report of the opinions of the Village Engineer <br />and in no way should be construed as decisions of the Council or the Planning Board. <br />On Wednesday, November 6, the Pl£ nning and Zoning Board and the Council met with the <br />Village Engineer to discuss the proposed preliminary plat submitted by the U. S, Land <br />Development Company. All Council and Zoning Board members were present. <br />Mr. Gotwald stated that according to our zoning ordinance the maps submitted were not <br />complete enough and they should have submitted an overlay map showing the lots. The <br />maps did not show the existing roads or buildings. Lots 14 -22 are on low ground and <br />most of these lots would require 7-8 feet of fill in order to be brought up to Village <br />requirements. MM. Gotwald said the size of the lots are above requirements but the <br />boundary line near the lake may not be correct, as it may not be useableland. They <br />would have to show conclusive proof that lots will be useable. <br />The matter of dead -end roads was discussed. It was pointed out thatse are not <br />convenient when it castes to snowplowing, fire protection, etc. Mr. Busch had pre <br />viously said that they eventually wanted to put a road around the entire development <br />as a main road. Mr. Gotwald pointed out the abundant amount of land that is swamp <br />in this road (7,600 feet of the proposed 16,300 feet) and estimated that the road would <br />cost about a quarter of a million dollars. Be said the Village may have to wait many <br />peare for this road. <br />There is a problem with Seventh Avenue being part Village road and part private road. <br />Who would maintain the Village part until the rest is dedicated?) It was agreed that <br />all roads in the development would have to have a guarantee of money in escrow or a <br />performance bond for road completion. <br />lrM. Gotwald felt that the Village should up -grade their building code and fee system. <br />There should be soma provision so that the Engineering fees and other costs are paid <br />for by the developer in the long rum end not by the Village. <br />He also suggested that we should let Jandrio know that the Village wants to cooperate <br />in order to see the Village groan and eventually they will get their building permits, <br />but we want to have everything perfectly clear so the Village is not left 'holding <br />the bag' if anything should go wrong. <br />Mr. Gotwald felt the next step would be for Jendrio to request a public hearing on the <br />preliminary plat and have the date entered into the minutes, after which all information <br />could be gathered by both the contractor and the Village before the hearing date. <br />The subject of sewer and water was discussed in great detail. Mr. Cotaeld cautioned <br />the Council about the franchise system whereby the home buyer pays for sewer and water <br />when he buys the house, plus monthly payments for the use of same to the oontraotor and <br />then after a period of time when the Village puts in sewers and water the contractor <br />will want to sell his system to the Village for 100 per cent profit. Other alternatives <br />for sewer and water were discussed and it was decided that the contractor should came up <br />with his own solution before the final plat approval.
