She explained that the Charter <br /> gives all landowners the right to petition according to the needs <br /> of their property. She said she did not care if the proposal only <br /> involves 18 homeowners. She said she was not against business <br /> development or progress but wanted to be aware of the needs of the <br /> citizens when these changes are made. She expressed the need to <br /> promote within the community not be dictated to. She noted the <br /> question, "could some of the time frames in the Charter be <br /> changed?" She said this could be done, however the only proposal <br /> is to eliminate Chapter 8 in certain sections of the City. She <br /> felt changes could happen without taking away some citizens right. <br /> Mr. Carlson, Hokah Drive - Mr. Carlson said he has heard a lot of <br /> advantages to changing the Charter but felt concerned because the <br /> proposal seems vague. He noted that the speakers implied that <br /> everyone will be helped, however he felt this will never happen. <br /> Mr. Carlson asked what incentives were being made to attract <br /> businesses. Mr. Gontarek explained that he would have to attend <br /> the City Council meetings to get this information. <br /> Mr. Carlson said that the City may be trying to attract new <br /> businesses but has not considered other implications in the short <br /> run. <br /> Tom Mesich, 7065 Rice Lake Lane - Mr. Mesich felt that the City was <br /> requesting the Charter change because they had tried to force <br /> assessments in his area and had been turned down. Mr. Wessel <br /> explained that the City is looking at only changing the three (3) <br /> areas where they are trying to attract new business. He noted that <br /> potential businesses also know the City Charter and they also know <br /> that they can turn down assessments. <br /> Mr. Schneider explained that in the 49/Lake Drive improvement area, <br /> there is only one (1) landowner and the only person who will <br /> benefit and can be assessed. There has been no attempt to assess <br /> this property because the City knows that the owner can turn the <br /> assessments down. Mr. Schneider explained that in the area of the <br /> Apollo Business Park, the improvements are already under <br /> construction and every landowner that petitioned against the <br /> assessments will not be assessed. However, the process to get a <br /> new business into the area is too long and the prospective business <br /> goes to another community because they can be in operation in a <br /> much shorter period. <br /> Eileen Couture, 6973 Lakeview Drive - Ms. Couture said she had <br /> heard that there were many existing farms in the I35E/Main Street <br /> portion of the proposal and felt that they would be forced to sell <br /> their property. Mr. Wessel explained that there are some farms and <br /> it is difficult because the entire area is zoned for <br /> commercial/industrial use. Mr. Gontarek told Ms. Couture to refer <br /> to the Comprehensive Land Use Plan. <br /> PAGE 6 <br />
