Charter Commission
January 9, 1997
Page 6
MOTION by Turner, seconded by Bening to invite Mr. Moms to the next
quarterly Charter Commission meeting, April 10, 1997, and separate the meeting
with Mr. Morris from the joint meeting with the City Council.
Discussion_
Sullivan asked what information the Commission can expect to receive from Mr.
Morris.
Dunn explained that Mr. Morris would analyze the data to present information on
the respondents and identify problem areas and solutions as part of an
education process for the community. He volunteered to work with Mr. Morris
and see that the data (including the questions asked) be distributed to Charter
members no later than six weeks before the April meeting. If any member has a
question, helshe can call Dunn who will ask Mr. Moms to address the question
in his presentation of the survey analysis.
The motion carried with 13 Ayes, 1 Nay (Rehbine).
Sullivan suggested setting a maximum charge for the meeting with Mr. Morris at
$100, but his first choice would be for the City to absorb the cost.
Dunn stated that the Assistant City Administrator has indicated that the cost
could be covered, and he will follow up on it.
MOTION by Trehus to set a limit of$1,500 for consultation with Mr. Morris on the
community survey.
Discussion:
Turner suggested that the Commission set a lower cap for a portion of the cost
and request that the City pay the remainder.
There was no second and the motion did not carry.
MOTION by Trehus that any financial obligations incurred by the Charter
Commission for consultation with Mr. Morris be left to the best judgment of the
Chair and Vice Chair.
Discussion:
Chair Montain stated that he would prefer to set a dollar amount.
