CHARTER COMMISSION NIINUTES <br /> NOVEMBER 30, 1995 <br /> MEMBERS PRESENT: Bob Bening, Chris Bernier, Al DeMotts, Don Dunn, Rick <br /> LaFond, Paul Montain, Joyce Scharpen, Ron Solfest, Jack Stoulil, and John Sullivan. <br /> MEMBERS ABSENT: Robert Doocy, Judith Michaud, Diana Turner. Bill Bohjanen <br /> has passed away. <br /> VISITORS: John Landers the incoming Mayor and Mary LaForest, E.D.A.B. <br /> The meeting was called to order at 7:05 P.M. by the new Chair, Paul Montain. <br /> NIlNUTES: of 10-12-95 were read. The motion made to accept these minutes was by <br /> Ron Solfest, seconded by Chris Bernier. The motion carried by all voting aye. <br /> MINUTES of 8-8-95 are still missing, hopefully clarification will be made at the next <br /> meeting on January 11, 1996. <br /> LAND EXCHANGE: Mary LaForest, E.D.A.B., explained the land exchange between <br /> Anoka County and Lino Lakes. The purpose of this exchange is to get a better parcel of <br /> land for the Town Center. She is asking for the Commission's support in sending a letter <br /> to the Metropolitan Council to OK this land swap between the two governments. <br /> After discussion, a motion was made by Don Dunn to have Mary LaForest draft a letter to <br /> the Metropolitan Council, with a final draft to be included in our next packet. <br /> The motion was seconded by Joyce Scharpen. The motion carried. <br /> CHARTER AMENDMENT: Paul Montain had asked Randy Schumacher what was <br /> planned now that the Charter Amendment has failed. Randy Schumacher said the issue <br /> will be addressed at the next Council Work Session on December 6th. <br /> John Landers said he had asked Dave Ahrens, the City Engineer, to get some idea on the <br /> roads that need repair and rate them according to the needs and cost. <br /> Paul Montain asked John Landers if the City staff had ever tried to petition to do road <br /> repair/improvements. John Landers said that, to his knowledge, it had never been tried. <br /> He suggested setting up a special fund for road repair/improvements only- not to include <br /> sewer and water. <br /> Opinion was brought that, had the Amendment specified that funds could be used only for <br /> road repair/improvement, leaving the rest of the Charter as is it, it would have passed. <br /> John Landers asked the Commission to come up with ideas that could help Section 8.04 <br /> without taking away the peoples rights. <br />
