CITY OF LINE IMW
PARK BOARD MEETING
HUM", OCTOBER 3, 1-91914
developers to completely finish all dedicated trails including
the asphalt surfaces. He explained that he is looking at the
City of Lakeville's trail dedication plan as a model. George
stated we have to substantiate a change in the ordinance. Marty
said it must be fair and equitable and how do you, as a Park
Board, just-ity what is being done and the need- we have to come
up with a figure and reflect that back on the total trail needs
through the year 2010. Brian said the methodology of taking the
overall cost of the whole system and dividing it equally between
all usersis being used all over with capitol improvements for
sewer, for water, etc, George said the developer is still
responsible for providing the land as indicated by the
Comprehensive Park Plan, but we as a City would pay for the
development and, firdshing of these trails from the determined
dedication fee- Marty said what we need to tie together is the
cost of the trails and the relationship to projected housing
density so a dollar figure can be reached. There wvas also
discussion on boardwalk cost per foot and trail cost per foot.
This will also have to he factored into the new dedicated trail.
fee.
RECOMMENDATION: George recommended that we pursue a new trail
dedication ordinance and be willing to spend mxiey on engineering
fees to evaluate cost of trail system and project an average
cost per foot and average cost per building lot.
Brian said that most of the necessary work has been completed.
We already have the lengths of all the trails setup and Michael
Krech, City of Lino Lakes Engineering Tech, is working on
developing the projections for the r&uW:)er of lots. It should not
take much mare time to couplete this.
Before adjourning Marty said that Amy Donlin had called him with
a couple of issues. Curie was a trail issue off Woodridge Lane
which enters onto the Max7yAnn McDugal property. MaryAnn is
concerned about cars going onto her property. Marty explained
that the trail is posted but barricades are going to be placed at
the end to help prevent this from bappening.
The other issue was expansion of parks an private property- He
mentioned that when he and George met with the people in the
Braxvlywood area future park expansion was discussed. die said
that wrong information had gotten to property owners in the
southern part of the city and the people were upset with what
they bad heard. Amy feels property owners should be notified and
in-formed as to what is anticipated to happen in their area.
Brianasked if the property owners had been given the opportunity
