4. A rural subdivision can demonstrate that each lot can be served by an adequate <br />sanitary sewer disposal system; and <br />5. A rural subdivision with a proposed communal sanitary sewer or water system <br />has an effective long range management and maintenance program with proper <br />financing. <br />The Otter Crossing 2nd Addition preliminary plat will be served with an adequate waste <br />disposal system. The development is within the current Utility Staging Area IA=2018- <br />2025 and will be served by an 8 " sewer main along the private street extending from <br />Otter Lake Road. The sanitary sewer system has capacity to accommodate the <br />commercial car wash. <br />Conditional Use Permit <br />The property is zoned GB, General Business and allows for commercial car washes with <br />a conditional use permit. <br />The Planning and Zoning Board shall recommend a conditional use permit and the <br />Council shall order the issuance of such permit only if it finds the following criteria have <br />been met: <br />1. The proposed development application has been found to be consistent with the <br />policies and recommendations of the Lino Lakes Comprehensive Plan including: <br />a. Land Use Plan. <br />b. Transportation Plan. <br />c. Utility (Sewer and Water) Plans. <br />d. Local Water Management Plan. <br />e. Capital Improvement Plan. <br />f. Policy Plan. <br />g. Natural Environment Plan. <br />The proposed Tidal Wave Auto Spa commercial car wash is consistent with the Land <br />Use, Utility, Local Water Management, Capital Improvement, Policy and Natural <br />Environmental Plans and recommendations of the comprehensive plan as detailed in this <br />staff report. <br />2. The proposed development application is compatible with present and future land <br />uses of the area. <br />15 <br />
