BACKGROUND <br />Two (2) separate Land Use Applications were submitted. The first applicant, Tyme <br />Properties, LLC, submitted Otter Crossing 2nd Addition preliminary plat to create two (2) <br />commercial lots. The site is currently vacant commercial land that is being used for <br />agricultural row crops. The soils range from lean clay to poorly graded sand clay. <br />Hydrologic soil groups consist of a combination of B/D, B, C and B/D. Groundwater <br />was encountered at 3 to 12.5 ft below ground surface. Topography is general flat. <br />Wetlands exist on the site. <br />Zoning and Land Use <br />The parcel is zoned GB, General Business and allows for commercial car washes as a <br />conditional use. <br />
