COUNCIL MINUTES <br />DRAFT <br />2 LINO LAKES CITY COUNCIL <br />3 REGULAR MEETING <br />4 MINUTES <br />5 <br />6 DATE : April 25, 2022 <br />7 TIME STARTED : 6:30 p.m. <br />8 TIME ENDED : 7:05 p.m. <br />9 MEMBERS PRESENT : Councilmember Stoesz, Lyden, <br />10 Cavegn and Mayor Rafferty <br />11 MEMBERS ABSENT : Councilmember Ruhland <br />12 Staff members present: City Administrator Sarah Cotton; Human Resources and Communications <br />13 Manager Meg Sawyer; Community Development Director Michael Grochala; City Engineer Diane <br />14 Hankee; Director of Public Safety John Swenson; City Clerk Julie Bartell <br />15 <br />16 PUBLIC COMMENT <br />17 Hildur Perez, 1190 Main Street, stated that she is opposed to the tax (storm water utility). Her <br />18 water doesn't go anywhere but on her property. She feels it is wrong to tax everyone — situations <br />19 are different. The water on her property is hers and it stays there. <br />20 <br />21 Joe Hill, 6933 Sunrise Drive, stated that he has no City sewer or water. There is a lake in his <br />22 neighborhood where the surface water goes. They receive very little in the way of City services in <br />23 their area. The fee is wrong. <br />24 <br />25 Jeff Johnson, 6965 Sunrise Drive, said he has the same feelings on the $48 bill he got in the mail. <br />26 He was surprised to receive a bill since he has no storm sewers and receives no regular maintenance. <br />27 If it's going to be share and share alike and he's paying for other people's storm sewers, he wonders <br />28 what will happen when he gets future services — will others pay for that? He is content with the <br />29 system he uses. <br />30 <br />31 Mayor Rafferty noted the issue at hand — the storm water utility. He asked that people take a copy <br />32 of the information being provided at the back of the room. He introduced the City Engineer and <br />33 suggested that she will be available for questions. The mission is to place the burden for costs on <br />34 the heaviest users. <br />35 <br />36 Chris Milow, 6848 Lakeview Drive, stated that at his property, the storm water runs onto his <br />37 property only. It makes no sense to him to try and make storm water maintenance equitable. He is <br />38 a master plumber. He has read the information provided and acknowledges it but he feels there still <br />39 exists an inequity. <br />40 <br />41 Ellen Gatchell, 952 Main Street said that she hears that people are up in arms and she asks, why was <br />42 this letter sent out? Why now? She has no City water and no public sewer. There is one area but <br />43 it is never opened so it doesn't operate. <br />44 SETTING THE AGENDA <br />45 The agenda was approved as presented. <br />1 <br />
