Planning & Zoning Board <br />April 13, 2022 <br />Page 2 <br /> <br />APPROVED MINUTES <br />Richard Dick, 8061 Lake Drive, asked the Board if his property will be rezoned if <br />Anderson Companies acquires the land adjacent to his property for development. <br /> <br />Mr. Grochala explained Mr. Dick’s property will likely be rezoned from industrial to <br />commercial as part of updating the City’s zoning ordinance in conformance with the <br />Comprehensive Plan. He stated the City has not received a proposal from Anderson <br />Companies at this time. Nevertheless, Mr. Grochala said even if Mr. Dick’s property is <br />rezoned to commercial, Mr. Dick has the right to maintain his home or sell his home. <br /> <br />Mr. Laden made a MOTION to close Open Mike at 6:41 p.m. Motion was supported by <br />Mr. Wipperfurth. Motion carried 5 – 0. Chair Tralle abstained. <br /> <br />VIII. DISCUSSION ITEMS <br /> <br />A. Zoning Ordinance Update (General Updates), Kendra Lindahl, Landform <br /> <br />Ms. Kendra Lindahl, Landform, presented the staff report. She requested the <br />Planning and Zoning Board review the zoning ordinance updates concerning indoor <br />storage, agritourism, liquor standards, garage size, the urban transition district, and <br />neighborhood meetings and provide any further feedback. <br /> <br />Within the indoor storage section of the ordinance, the Board recommended staff <br />specify exterior overhead doors for individual units will not be allowed and exterior <br />doors not be allowed to face the public right-of-way. <br /> <br />Regarding agritourism, Doug Joyer, 8174 Lake Drive, Waldoch Farm, recommended <br />staff include verbiage in the ordinance concerning admissions for seasonal outdoor <br />activities. The Board, staff, and Mr. Joyer discussed the topic at length. The Board <br />recommended staff continue the conversation with Mr. Joyer in order to come to a <br />resolution. <br /> <br />With a vote of 5 – 0, the Board recommended staff change the name of the urban <br />transition district to future urban development. Mr. Kennedy abstained. <br /> <br />As to neighborhood meetings, the Board recommended a neighborhood meeting be <br />required after the concept plan is reviewed by the Planning and Zoning Board and <br />City Council. <br /> <br />B. Master Plan Studies Discussion <br /> <br />Mr. Grochala, Community Development Director, presented the staff report. He <br />asked the Board to clarify the scope and objectives of the proposed master plan <br />studies. <br /> <br />After further discussion, the Board recommended the City Council retain professional <br />services to prepare a gateway design study for Main Street from 21st Avenue to 24th
