COUNCIL WORK SESSION JANUARY 18, 2006 <br /> APPROVED <br /> 1 <br /> 2 CITY OF LINO LAKES <br /> 3 CITY COUNCIL WORK SESSION <br /> 4 MINUTES <br /> 5 <br /> 6 DATE : January 18,2006 <br /> 7 TIME STARTED : 5:35 p.m. <br /> 8 TIME ENDED : 9:28 p.m. <br /> 9 MEMBERS PRESENT : Councilmember Carlson, O'Donnell, Reinert, <br /> 10 Stoltz and Mayor Bergeson <br /> i 1 MEMBERS ABSENT : None <br /> 12 <br /> 13 <br /> 14 Staff members present: City Administrator, Gordon Heitke; Community Development <br /> 15 Director,Mike Grochala; City Planner, Jeff Smyser(part); City Engineer, Jim Studenski <br /> 16 (part);Associate Planner, Paul Bengtson(part); Public Services Director,Rick <br /> 17 DeGardner; Chief of Police,Dave Pecchia(part); and City Clerk, Julianne Bartell <br /> 18 <br /> 19 SUPER RINK REQUEST—CENTENNIAL YOUTH HOCKEY ASSOCIATION <br /> 20 <br /> 21 Public Services Director DeGardner stated representatives from the Centennial Youth <br /> 22 Hockey Association (CYHA) are present this evening to present their proposal for a <br /> 23 partnership with the cities of Lino Lakes, Circle Pines and Centerville for the construction <br /> 24 of an indoor hockey rink at the National Sports Center. <br /> 25 <br /> 26 Public Services Director DeGardner advised City staff has attended some of the Super <br /> 27 Rink Expansion Advisory Board meetings and has met with Ms. Lisa Hockert, President <br /> 28 of CYHA, and Mr. Paul Erickson, Executive Director of the Minnesota Amateur Sports <br /> 29 Commission (MASC). While staff certainly feels that this is a worthwhile and needed <br /> 30 project, staff has been very straightforward with the current financial situation the City of <br /> 31 Lino Lakes currently faces. For example, staff has indicated that the 2006 General Fund <br /> 32 Budget has already been adopted and there are zero dollars in the City's contingency <br /> 33 fund. <br /> 34 <br /> 35 Mr. Jim Heron, resident of Lino Lakes, came forward and stated he has three children in <br /> 36 the CYHA program. He stressed the need for an indoor rink because the program can no <br /> 37 longer rely on outdoor rinks. <br /> 38 <br /> 39 Mr. Jack Sergent, resident of Lino Lakes, stated he has four children in the program. He <br /> 40 stated his family travels all over the Twin Cities for ice time. There is a definite need for <br /> 41 additional ice time in the area. <br /> 42 <br /> 43 Ms. Lisa Hockert, President of CYHA, stated the biggest need for CYHA is ice time in an <br /> 44 indoor facility. <br /> /0-11S 45 <br /> 1 <br />
