COUNCIL MINUTES JANUARY 23, 2006 <br /> APPROVED <br /> 125 Councilmember Stoltz arrived at 7:20 p.m. <br /> 226 <br /> 227 Councilmember Carlson stated she will vote for this, as she believes the community has waited a long <br /> 228 time for it, and the YMCA is a good fit with their family-orientation. She indicated she thinks it is <br /> 229 important that additions to the YMCA are met, as the City is putting in the full contribution. <br /> 230 <br /> 231 Councilmember Stoltz echoed the comments that the YMCA will be a great addition to the <br /> 232 community, and also that the expectation is that the townhomes,restaurants and businesses in the <br /> 233 Town Center will have high-quality facades. He stated he does like the addition of brick to the <br /> 234 YMCA building,but would encourage them to make it the best building they can in accordance with <br /> 235 the Town Center Standards. <br /> 236 <br /> 237 Motion carried unanimously. <br /> 238 <br /> 239 Resolution No. 06-09 can be found in the City Clerk's office. <br /> 240 <br /> 241 E. Consideration of Resolution No. 05-153, Approving Comprehensive Plan Amendment, <br /> 242 Village of Hardwood Creek,Jeff Smyser <br /> 243 <br /> 244 City Planner Smyser summarized the Staff report, indicating Staff recommends approval. <br /> 245 <br /> 246 Kendra Lindahl,representing Hardwood Creek, stated this is a three-step process, and tonight is step <br /> 247 one. She noted they are only asking for three parts of the Comprehensive Plan Amendment, and the <br /> 248 rest of the items are clean up being requested by City Staff. She stated if this is approved, the next <br /> 249 step is where they will get at the details of the project. She indicated that they are requesting to do a <br /> 250 master plan development of 372 acres,which is a great opportunity for them and for the city. She <br /> 251 reviewed the scope of the project, and showed a layout of the concept plan. She talked about how the <br /> 252 mixed-use land use would allow them to integrate residential with commercial. <br /> 253 <br /> 254 Ms. Lindahl explained that they completed a market survey and found Lino Lakes is ready for this <br /> 255 type of development. She stated their proposal is consistent with the guided land use plan, and they <br /> 256 are requesting approval. She noted that the proposal would provide improvement for CSAH 21, <br /> 257 which is currently a problem for residents. She reviewed how this proj ect meets the requirements that <br /> 258 will allow the City Council to approve numbers beyond the growth management plan. She indicated <br /> 259 that 20 to 25% of the project will be permanent open space. <br /> 260 <br /> 261 Ms. Lindahl advised that they started the process two years ago,the entire time open about their <br /> 262 desire to exceed the growth limits set in the Growth Management Plan. She stated that they feel this <br /> 263 would not open the floodgates for development as has been mentioned because the Comprehensive <br /> 264 Plan has specific requirements that have to be met. <br /> 265 <br /> 266 Ms. Lindahl stated they are not asking for public assistance with this project, and the development is <br /> 267 proposing to do all of the necessary public improvements. She indicated they are also participating in <br /> ,..\ 268 off-site improvements that are needed whether this project goes through or not. She stated that the <br /> 6 <br />
