COUNCIL WORK SESSION FEBRUARY 27, 2006 <br /> APPROVED <br /> 1 <br /> 2 <br /> 3 CITY OF LINO LAKES <br /> 4 MINUTES <br /> 5 <br /> 6 <br /> 7 <br /> 8 DATE : February 27,2006 <br /> 9 TIME STARTED : 5:35 p.m. <br /> to TIME ENDED : 6:18 p.m. <br /> 11 MEMBERS PRESENT : Councilmember Carlson, O'Donnell, Reinert, <br /> 12 and Mayor Bergeson <br /> 13 MEMBERS ABSENT : Stoltz <br /> 14 <br /> 15 <br /> 16 Staff members present: City Administrator, Gordon Heitke; Community Development <br /> 17 Director, Mike Grochala; City Engineer, Jim Studenski; Finance Director, Al Rolek; <br /> 18 Economic Development Coordinator,Mary Alice Divine; Associate Planner,Paul <br /> 19 Bengtson;Public Services Director,Rick DeGardner <br /> 20 <br /> 21 Staff advised the purpose of the meeting is to answer any Council questions regarding the <br /> 22 regular Council meeting agenda. <br /> 23 <br /> 24 Community Development Director Grochala referred to agenda Item 2A and 2B,Public <br /> 25 Hearing, Consider Resolution No. 06—34,Regarding Tax Abatement and Business <br /> 26 Subsidy in Connection with the YMCA Project YMCA Financing and Consider <br /> 27 Resolution Granting Approval of Issuance of Tax Exempt Revenue notes for the Benefit <br /> 28 of the YMCA of Greater Saint Paul. <br /> 29 <br /> 30 Community Development Director Grochala reviewed the staff reports and advised staff <br /> 31 is recommending the City Council open the public hearing and continue it to the March <br /> 32 13, 2006 City Council meeting. <br /> 33 <br /> 34 Economic Development Coordinator Divine distributed and reviewed the Benefits to <br /> 35 Lino Lakes Residents at the Chain of Lakes YMCA noting both the YMCA and staff has <br /> 36 agreed on the benefits. <br /> 37 <br /> 38 Community Development Director Grochala advised staff is strongly recommending the <br /> 39 City Council approve the agreement with the YMCA. <br /> 40 <br /> 41 City Administrator Heitke referred to agenda item 513, Consideration of Resolution No. <br /> 42 06 —37, Approving National Sports Center Super Rink Expansion Guarantee Agreement. <br /> 43 He distributed and reviewed a Sale of Ice Hours Procedure. <br /> 44 <br /> �-� 45 It was suggested that language be added to the agreement outlining benefits to the City of <br /> 46 Lino Lakes after the twenty-year financial commitment has been completed. <br /> 1 <br />
