The regular meeting of the Lino Lakes Village Planning and Zoning Board was <br />called to order at 8 P.M. on March 15, 1972, All members and Mr. Marier end <br />Mr. Locher were present. <br />Mr. Kelling approved the minutes of the February 16th meeting as submitted. <br />Seconded by Mr. Karth. Carried unanimously. <br />Mr, McLean read a letter from the Clerk, dated March 7, 1972, to Mr. Oscar <br />Ramberg of the Northwest Saddle Club. It stated that a third 90 -day temporary <br />trailer permit would not be issued, due to lack of construction, It was also <br />noted that the Club is in violation of Village Ordinance No, 6Q and that the <br />trailer house should be removed immediately. Mr. McLean noted that the Saddle <br />Club's Board will appear at the next Council meeting and tell of thirr plans. <br />A letter dated March 9, 1972, from the Clerk to the P&Z, was reed regarding a <br />split of property by Mr. Liehtsoheidl into two small lots, less than 2 1/2 <br />acres each. No variance was secured. It was suggested that there could have <br />been deeds of record in progress before our ordinance. The building permit <br />was issued in August 1971. It was recommended that Mr. Locher look into this <br />matter and advise of his findings to the Councils <br />Skelly Oil is requesting a variance for sign permit #53 to increase the height <br />of their existing sign. There is no application for variance in the records. <br />The gentleman representing Skelly presented the Chairman with a check in the <br />amount of $25.00 for the fee. The total height of the sign they wish to in- <br />stall is 64.9 feet, and our codes states a maximum height of 65 feet. The <br />lighting will be from the ground up - externally lit. The structure and face <br />will be all steel. The SKEW sign will be raised (without the arrow as shown <br />on the drawings) with a FCC® sign underneath. The sign as it is now, is pretty <br />well obscured by the pine trees, Mr. Hill raised the question if it should <br />fall, what is the proximity to the ramp. It was felt that if the wind were <br />such to knock this down, you could have a problem with any size sign. Mr. <br />Kelling moved to recommend that the Council permit this variance upon the <br />receipt of application. Seconded by Mr. Hill. Carried unanimously. <br />8 :30 P.M. Continued hearing on Forrest Tagg rezoning request. Mr. Locher <br />advised that Notices of Public Hearings, Publication Notice and Affidavit of <br />Mailing are all complied with. Mr. Tagg advised that he proposed to start his <br />construction by doing the 20 unit center building first. He has the right of <br />way secured from the church. The State gave permission for access onto Hwy. <br />8, Permit 72-9A-D6. The percolator and core tests have beeamade. The well <br />was not complete on his plans, so he has to work some more with the Anoka <br />Health Dept, on that. He said he would not like to have to delay now, other- <br />wise they probably couldn't get started until fall. That wouldn't be finaneiall <br />advantageous as you would miss the peak season. He plans 68 motel units but <br />would just complete the main building this year, and the other two buildings <br />next year. He feels he could have the one done in 90 days. He had new plans <br />which the architect had just completed showing the landscaping. <br />Mr, McLean questioned why he hadn't planned for a frontage road to run along <br />the expressway and then push his plans back in a little further. Mr, Tagg <br />felt it would push everything too far in, Also, he said the State indicated <br />they were thinking about putting a rest area in on the south side of 35W in <br />that low marshy land. It was suggested he may run into problems in the future <br />as he is only 40 plus feet set back from the fence. Should a frontage road <br />be put in there, he might have trouble.
