A special meegng of the Lino Lakes Planner and Zoning Board was called to <br />order en March 29, 1972, at 8 P.M. by Chairman, Mr. McLean. All members were <br />present with the exception of Mr. Winiecki. The purpose of this meeting was to <br />evaluate the minimum square footage requirements for dwellings as they pertain <br />to our code, specifically page 44 in the Zoning Regulations Ordinance No. 56. <br />A basic dwelling unit was defined as that area used as living area that is <br />actually dwelt and resided in, exclusive of garage, basement, etc. There was <br />discussion as to the different ways the assessor uses to compute taxes on <br />different types of homes, Our code has no specifications on ceiling height <br />or bedroom sizes and Mr. Shearen recommended setting a minimum. The new state <br />node will have a 90 square foot minimum for bedrooms. Mr. McLean noted that <br />the new state code will not be mandatory. If a village is more restrictive <br />this will be allowed, the code is mostly for areas with no codes.. Even the <br />new sign code isn't mandatory. Codes must be certified is all, and Mr. Locher <br />will do that now with ours. <br />Sinsle 7amily Dyyellins <br />Mr, Marier explained he had taken a survey of different suburban areas as to <br />what they require as minimums. He said generally they require a minimum of <br />100 sq. ft. of liveable area per room. Basement areas in no area are counted <br />as living area. Living areas were described as major ground level dimensions. <br />Mendota Heights, Blaine and No. St. Paul were three who spelled out their <br />floor footages. The concensus of the board was that we also should take the <br />approach of a more definitive spell out of footages, Mr. Marier's survey <br />showed an average in these areas for single dwelling homes es: <br />1 story - 1,040 sq. ft. <br />1 1/2 story - 860 sq. ft. G24x.36) <br />split level - 1,008 sq. ft. <br />2 story - 786 sq. ft. (24x32) <br />split entry - 960 Sq. ft. (24x40) <br />The feeling of the board was that we should try to upgrade our housing situation <br />rather than asking for lower grade homes ,and thus a lower tax base. In re- <br />viewing these footage it was suggested that progress be defined. It was felt <br />that it should not just be population, but population plus services. After <br />considerable discussion these minimums were agreed upon for single dwelling <br />homes: <br />A. 1 story <br />1 1/2 story <br />split level <br />split entry <br />2 story <br />1,000 sq. ft. <br />1,000 sq, ft. <br />1,000 sq, ft. <br />1,000 sq`., ft, <br />850 sq. ft. <br />B. In regard to besementless homes an additional minimum area of 100 sq, <br />ft. to house utilities will be required. <br />C. Minimum of 100 sq. ft. liveable areas except baths, kitchens or <br />utility rooms. <br />D. Minimum ceiling height on main floor of 8 ft., and all other floor 7 <br />ft. 6 inches.
