10 <br /> <br />Public Safety Comments <br /> <br />The Fire Division notes a hydrant shall be located in the northwest corner of the property. <br /> <br />The Police Division had no issues that needed to be addressed. They did recommend good <br />quality camera systems be installed. <br /> <br />Environmental Board <br /> <br />The Environmental Board reviewed the development proposal at their May 4, 2022 meeting. <br />One comment that was made was the consideration of diverting the stormwater to the water <br />recycling process used for the car wash. The applicant provided the following narrative: <br /> <br />It is not in the City’s best interest to have the stormwater collected at the reclaim tanks and <br />ultimately discharged into the sanitary sewer system. Each wash cycle uses approximately 75% <br />fresh water and 25% reclaim water meaning that 75% of the stormwater that would be <br />collected in the reclaim system would not even be used. It is not common practice for <br />stormwater to be discharged into sanitary sewer systems. Many municipalities in fact avoid this <br />as it can lead to capacity shortages in the treatment plants costing large sums of money to <br />upgrade the plant. The stormwater for this site is proposed to be discharged at the detention <br />pond to the northwest that is intended for and has capacity for this development. Additionally, <br />the car was tunnels are designed to slope away from the building for the safety of customers <br />and employees on snowy days. <br /> <br />Staff does not support diverting the stormwater to the water recycling process. <br /> <br />Planning and Zoning Board <br /> <br />The Planning & Zoning Board held a public hearing on May 11, 2022. There were no public <br />comments. At the Board’s recommendation, clarifying language requiring annual inspections <br />for the water reuse system and signage were added to the conditional use permit. The Board <br />recommended approval with a 6-0 vote with conditions detailed in Resolution No. 22-55 and <br />Resolution No. 22-56. <br /> <br />Agreements <br /> <br />Stormwater Maintenance Agreement <br /> <br />The stormwater facilities on the site will be privately maintained and a Stormwater <br />Maintenance Declaration will be required. <br /> <br />Development Agreement and Final Plat <br /> <br />The applicant, Tyme Properties, shall submit a Land Use Application for final plat after <br />preliminary plat approval. A Development Agreement will then be prepared by the City as it <br />relates to the final plat and development. <br /> <br />
