3 <br /> <br />Zoning and Land Use <br /> <br />The property is zoned LI, Light Industrial and allows for Veterinary Hospitals with a <br />conditional use permit. A conditional use permit was approved in 1986 and amended once in <br />1996 to allow for an addition to the pole barn. The approximate road right-of-way <br />shown on the survey for this parcel is graphically shown per the Otter Lake Road Realignment <br />Utility and Street Improvement Plans Sheet 12 of 31 revised As-Built on February 7, 2000. <br />This road right-of-way is also consistent with the 1998 Easement Grant signed by Dr. Scanlan <br />that did not get recorded. Anoka County GIS shows the estimated acreage as 1.33 acres. For <br />the purposes of site plan review, this street right-of-way line will be used as the front lot line. <br />An easement will be required to be recorded as part of the conditional use permit. <br /> <br />The site plan proposes a 2,850 sf addition to the existing 4,000 sf building with additional <br />parking to the north of the site. A second level mezzanine/office above the addition is also <br />proposed. The existing indoor and outdoor boarding kennels and fenced outdoor area will <br />remain. The boarding of up to 100 animals was approved as part of the 1996 CUP amendment. <br />One accessory shed on the north side will be removed. <br /> <br />Overall, the proposed building addition and parking lot meet setback and performance <br />standards except as noted in this staff report.
