1 <br />1 <br />1 <br />DESIGN REVIEW BOARD <br />April 12, 1990 <br />John Miller added that the city has come up with a way of <br />retaining the rural character of the area until it is time <br />for building. <br />Fred Chase asked for a show of hands from the audience, who <br />considered themselves part of this justice group. Several <br />people raised their hands. Secretary's note: There were 78 <br />letters sent out to residents living in this affected area. <br />Approximately 20 people raised their hands. <br />Ron Marier, Spokesperson for the Justice Group stated that <br />the group does want an area included in the "R -B -R" District, <br />but yet reserve the rural zone. Their proposal includes area <br />south of C.R. 14, on both sides of I -35E, an area north of <br />C.R. 14, on the west side of I -35E, and an area north of 80th <br />Street, east of I -35E, once this site becomes a freeway <br />interchange. <br />John Bergeson asked about the zoning classification of "RBR ". <br />A separate motion will have to be made to establish this new <br />zoning district. <br />Mr. Votell stated that he has a problem with the way the <br />Rural Business Reserve District is drafted. He wanted to go <br />on record stating that he is opposed to the RBR District. <br />The "trigger mechanism" is to assure the residents that the <br />city will allow businesses to start developing land in the <br />very southern area of the "RBR" district. Once an area is <br />near completion, a portion to the north would then be allowed <br />to develop. This will assure the residents that growth will <br />move to the north, and not be scattered throughout the area. <br />This was discussed as an option to be included in the "RBR" <br />district. <br />Mrs. Tiltgen stated that when the board considers John <br />Miller's proposal to include a specific trigger mechanism so <br />that as development occurs it would move north in 1/4 mile or <br />1/2 mile increments. <br />Once this area is rezoned to "Rural Business Reserve ", any <br />commercial or industrial developer will still have to come <br />before the design review board and the city council for <br />approval. At that time the parcel would have to be rezoned <br />to commercial or industrial. Fred Chase explained that this <br />assures the residents that a "trigger mechanism" will be <br />followed. <br />MOTION: John Bergeson moved to recommend to the city council <br />that the Rural Business Reserve District be established.
