1 <br />1 <br />1 <br />DESIGN REVIEW BOARD <br />April 12, 1990 <br />valuable, then why has Roseville and Shoreview stopped <br />allowing the construction of them. <br />MOTION: Robert King moved to recommend to the city council <br />denial of a rezoning request for approximately seven acres of <br />land from R -1 Single Family to R -6 Manufactured Home Park <br />District (Application #90 -11) for the reasons as stated in <br />Mr. Miller's memo dated April 3, 1990, and that are stated <br />above. Monika Slatten seconded the motion and the motion was <br />approved unanimously. <br />Ms. Slatten stated that her biggest concern is landscaping in <br />this area. There is not very much landscaping in the mobile <br />home park now, and she feels that it will have a negative <br />impact. She also felt this is an entrance to the city, and <br />the city needs to look at that when planning development. <br />Mr. Chase added that he was a board member a year ago when <br />Mr. Howard requested a rezone. At that time the applicant <br />did not have a site plan to look at. Chase stated that if he <br />would have seen this site plan a year ago, he would not have <br />approved the rezone. He was hoping for a plan that would <br />make this area look more aesthetically pleasing. These are <br />touchy areas and they require a site plan so that the board <br />is aware of what the area will look like after rezoning. He <br />was hoping for more screening, larger setbacks and less <br />density. <br />8:35 recess <br />9:45 the meeting was reconvened. <br />MINOR SUBDIVISION FOR THE ESTATE OF ELSIE WENZEL, APPLICATION <br />#90 -16. <br />Ellsworth Wenzel has operated a farm located on both the east <br />and west sides of Lake Drive and south of Elm Street for many <br />years. At present he has title to only a small area of land <br />that includes his house. The garage and other outbuildings <br />that comprise the farmstead are included in the Elsie Wenzel <br />estate. <br />At present Ellsworth Wenzel wishes to gain title to the <br />garage. The remainder of the estate is to be sold for <br />development and its sale appears to be imminent. <br />The board members received a certificate of survey showing <br />the parcel for which Mr. Wenzel will have title. It is for <br />slightly more than a half acre. The dimensions were <br />determined in a way that all buildings that Wenzel will have <br />will meet the city's setback requirements. A metal building <br />will be located close to the southeast corner of the property <br />but will be on land owned by the estate. It may survive <br />briefly as a construction shack but will disappear when <br />residential development is completed. <br />Page 7 <br />
