Will not create excessive additional requirements <br />at public cost for public facilities and services <br />and will not be detrimental to the economic welfare <br />of the community. <br />F. Will not involve uses, activities, processes, <br />materials, equipment and conditions of operation <br />that will be detrimental to any persons, property, <br />or the general welfare because of excessive <br />production of traffic, noise, smoke, fumes, glare, <br />or odors. <br />G. Will have vehicular approaches to the property <br />which are so designed as not to create traffic <br />congestion or an interference with traffic on <br />surrounding public thoroughfares. <br />H. Will not result in the destruction, loss, or damage <br />of a natural, scenic, or historic feature of major <br />importance. <br />I. Will conform to specific standards of this <br />ordinance applicable to the particular use. <br />In addition, the ordinance requires the city make a finding <br />of fact with either approval or denial. <br />The current comprehensive plan shows the land planned for <br />commercial uses. However the city has contracted with Short, <br />Elliot, Hendrickson to complete a land use study and <br />engineering feasibility study of the area. This is being <br />done in response to petitions received from local land owners <br />for the extension of utilities into the area. The plan will <br />be completed in fall of 1990. Planned land uses will <br />definitely be changed in that plan. <br />John Miller also stated that Adams Outdoor Sign is making <br />much of the fact that its proposed sign location is more than <br />1200 feet from the nearest billboard and more than 750 feet <br />from the nearest residence. Attached to its application <br />Adams submitted a court order overturning the City of <br />Bloomington with denial of a conditional use permit for a <br />billboard. <br />In reviewing the court document though Mr. Miller found that <br />the reasons Bloomington gave in the denial were as follows: <br />1.
