Planning & Zoning Board <br />November 12, 2014 <br />Page 2 <br />APPROVED MINUTES <br />A. Lino Lakes Development Final Plat for White Pines Senior Living <br /> <br />Katie Larsen, City Planner, presented the staff report. City Council approved the <br />preliminary plat for White Pines Senior Living and the final plat is consistent with the <br />preliminary plat. The approved final plat will go to the City Council on November 24th, <br />2014 in order to expedite construction. Ms. Larsen addressed the Board concerns <br />regarding a right turn lane onto 77th Street from Lake Drive. With input from City <br />engineers and the police department, it was determined that adding a turn lane onto 77th <br />avenue from Lake Drive would be cost prohibitive since they found no substantial traffic <br />generation from the new development. The developer suggested designating their parking <br />lot as “exit only” on 77th Street to divert incoming traffic. Council members and City <br />staff felt this would be a sufficient response to the concern. <br /> <br />Jamey Bowe, River Valley Architects, 1403 122nd Street, Chippewa Falls, WI, was <br />present for questions. The developer is eager to move forward with the project and start <br />construction. <br /> <br />Board discussion included: <br />-The possible impacts on bikers and pedestrians if a right turn lane is not added on Lake <br />Drive. <br />-Engineer recommendations at the previous City Council meeting. <br />-Whether parking is adequate for guests and visitors. Plan exceeds minimum <br />requirements for parking stalls. <br />-Whether the parking lot could be expanded if the building was ever sold resulting in a <br />change of use with higher parking needs. It was ascertained that any new parking <br />requirements would be the responsibility of the new owner, should such a situation arise. <br />-Extending the sidewalk to existing sidewalk and striping the intersection on Marketplace <br />with a crosswalk. <br />-Possibility of traffic from nearby houses being routed through the White Pines parking <br />lot. <br />-Inquired on status of a “No right turn on red” sign on Market Place as it intersects with <br />Lake Drive. Developer discussed possibility with County and they did not feel that was <br />needed. <br /> <br />Mr. Masonick made a MOTION to recommend approval of the Final Plat for White Pines <br />Senior Living based on the following conditions of approval: <br /> <br />1. All comments from the City Engineer letter dated November 5, 2014 shall be <br />addressed. <br />2. All comments from the Environmental Coordinator letter dated November 5, 2014 <br />shall be addressed. <br />3. The following executed documents are required to be approved by the City Council <br />prior to issuance of a Grading Permit: a. Development Contract. <br /> <br />4. The following items shall be submitted to the City prior to issuance of a Grading <br />Permit:
