CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : May 23, 2022 <br /> 5 TIME STARTED : 6:00 p.m. <br /> 6 TIME ENDED : 6:25 p.m. <br /> 7 MEMBERS PRESENT : Councilmember Stoesz, Ruhland, <br /> 8 Cavegn and Mayor Rafferty <br /> 9 MEMBERS ABSENT : Councilmember Lyden <br /> 10 Staff members present: City Administrator Sarah Cotton; Community Development <br /> 11 Director Michael Grochala; Director of Public Safety John Swenson; Environmental <br /> 12 Coordinator Andrew Nelson; City Clerk Julie Bartell <br /> 13 1. Review Regular Agenda <br /> 14 <br /> 15 Item 1E —Peddler License for Everlight Solar—Mayor Rafferty asked about City <br /> 16 regulations relative to solar panels on residential structures (which this company will be <br /> 17 selling). Community Development Director Grochala explained that the zoning <br /> 18 regulations allows them as accessory uses. <br /> 19 <br /> 20 Item 1A—Expenditures—Mayor Rafferty asked about listed expenditures for fire <br /> 21 equipment. Public Safety Director Swenson explained the status of ordering certain <br /> 22 parts. <br /> 23 <br /> 24 Item 4A—Catalytic Converter Ordinance—Public Safety Director Swenson noted the <br /> 25 request for 2nd reading; the ordinance will make it mostly illegal to be in possession of <br /> 26 these units unless they are attached to a vehicle. <br /> 27 <br /> 28 Item 4B—Financial Crimes Task Force—Public Safety Director Swenson noted the <br /> 29 City's participation in the past and his recommendation for that to continue. This work <br /> 30 doesn't involve any outside assignment of staff but it does provide assistance should the <br /> 31 City need it. <br /> 32 <br /> 33 Item 4C—Purchase 2004 Spartan Fire Engine—Public Safety Director Swenson <br /> 34 recalled the council's direction to proceed with a process to purchase this piece of <br /> 35 equipment. It has been properly inspected and the recommendation includes costs for <br /> 36 necessary refurbishing. The equipment will serve the City's pumping needs but not <br /> 37 water. He requests that any council approval include authorization for a specified down <br /> 38 payment. <br /> 39 <br /> 40 Item 5A—Change Order for Water Tower#2 Project—Community Development <br /> 41 Director Grochala noted this is a request to change the date of completion, extending that <br /> 42 date due to current impacts and circumstances. <br /> 43 <br /> 1 <br />
