Planning on <br /> the other hand could be part of the entire process from inception of <br /> an idea all the way to groundbreaking , I guess is the continuous pro- <br /> cess from an idea to the point where you ' re ready to construct . <br /> Sometimes planning goes along with construction so I did , the only <br /> definition I could find for construction or to construct was in <br /> Websters Dictionary and there were a number of definitions but if I <br /> had to refer to that one to the definitions I saw in there for to <br /> construct it is to organize things in a logical order which is , I <br /> don ' t know whether our council would interpret it that way or not , <br /> but it ' s the only definition I found for construction . <br /> Any other questions? While we ' re referring to Websters Dictionary , I looked for one <br /> too and it , the word construct , and it comes from the Latin word <br /> "Com" which means together and struere which means to pile up and the <br /> Websters definition that I looked at says something filled , whatever, <br /> that means. <br /> S There ' s a lot of definitions. <br /> B Any other comments from the audience at this point? Any <br /> questions from the council? <br /> E In Mr . Cody ' s statement he pointed out there had been no formal <br /> action taken that would restrain the developers from building . This <br /> council did take action on February 8 indicating there could be no <br /> further discussion on the utility placement until the court case <br /> was finished and without utilities , construction could not begin <br /> and therefore I would say that would be a formal council restraint . <br /> Is it not? <br /> C It is my understanding that the fact that the council is not <br /> going to formally open the thing to bids , and the fact the construction <br /> project in no way encumbers or prohibits the builder from going out <br /> on his own and financing his own utilities . I don ' t see what merit <br /> that has. <br /> E Other than the fact that the council said they wouldn ' t consider <br /> this matter till finalization of the court action . <br /> C Utilities issue , correct? <br /> E No, because the matter of the bid was completely null and void <br /> at that time . <br /> -10- <br />
