H To give the city council the opportunity to view the issuance <br /> of these permits to determine whether or not they are still compatible <br /> to the existing needs of the areas and give them an opportunity to <br /> review these matters . There may be a permit issued and the existing <br /> live uses in the area are such that it fits in very fine according <br /> to your plan but some years down the line you may feel all of a <br /> sudden that development in that area is taking a different track and <br /> it would give you an opportunity to review that. <br /> R I have trouble trying to figure out where this time span is by <br /> your definition here as far as all around interpret <br /> whether or not depends on or we could have the <br /> city full of unfinished buildings , unfinished things that would be <br /> done under . the special use permit that was granted to them for <br /> next 20 years they would be set . <br /> H But if they abandon that use then I would say you were probably <br /> saying abandon use . <br /> R No, I 'm not saying abandon use . - No, I ' m saying their intent is <br /> they come before us each year with a new, they come before us and <br /> declare their intent based on the special use permit and it ' s year <br /> 15 and they ' re still monkeying around . We could have a city full <br /> of unfinished , unconstructed buildings and you know what that would <br /> look like . <br /> I can ' t quite believe what you ' re saying here that these time <br /> lines as put into 6 . 21 don ' t mean something or aren ' t more specific <br /> in what you outlined . <br /> H I think they ' re very specific . They give us the opportunity <br /> to review it at the end of 12 months to determine whether or not <br /> they ' re seeing any activity according to the permit and it also gives <br /> you the opportunity to look at it at the end of 3 years . <br /> R But , Bill , this leaves us hanging here with what you said . <br /> With this great length of time because . . . <br /> H No, because if there is no activity in that first 12 month <br /> period , then you are well within your right to revoke that permit . <br /> OK. <br /> H With the issue we have this evening between council and myself is <br /> how much activity is necessary in order for an individual to con- <br /> tinue . It ' s the same question you ' d face if somebody came in on a <br /> -16- <br />
