PUBLIC HEARING: Otter Lake Animal Care Center Conditional Use Permit <br />Amendment <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />Otter Lake Animal Care Center is located at 6848 Otter Lake Road. Dr. Wayne <br />Scanlan, the applicant, is proposing to construct a 2,850 sq. ft. addition to the existing <br />4,000 sq. ft. building. The applicant is also proposing to expand the existing parking <br />lot. The current site is approximately 1.51 acres. <br /> <br />Staff recommended approval of the conditional use permit amendment and site plan <br />review for Otter Lake Animal Care Center subject to conditions listed in the staff <br />report. <br /> <br />The Board was fond of the building’s architecture. <br /> <br />Chair Tralle declared the Public Hearing open at 7:10 p.m. <br /> <br />There was no one present for the public hearing. <br /> <br />Mr. Wipperfurth made a MOTION to close the Public Hearing at 7:10 p.m. Motion <br />was supported by Mr. Vojtech. Motion carried 6 – 0. Chair Tralle abstained. <br /> <br />Mr. Wipperfurth made a MOTION to recommend approval of the conditional use <br />permit amendment and site plan review for Otter Lake Animal Care Center subject to <br />conditions listed in the staff report. Motion was supported by Mr. Evenson. Motion <br />carried 6 – 0. Chair Tralle abstained. <br /> <br />VIII. DISCUSSION ITEMS <br /> <br />A. Zoning Ordinance Update (Home Occupation Permits) <br /> <br />Ms. Larsen, City Planner, presented the staff report. She requested feedback from the <br />Planning and Zoning Board regarding level c home occupation permits. <br /> <br />The Board recommended editing the level c home occupation permit requirements to <br />only allow such permits on properties zoned rural, future urban development, or rural <br />executive. Within the current zoning ordinance, a conditional use permit is required <br />in order to apply for a level c home occupation permit; the Board recommended <br />replacing the conditional use permit with an interim use permit. <br /> <br />B. Clearwater Creek Business Park Expansion <br /> <br />Mr. Grochala, Community Development Director, presented the staff report.
