A network of drainage ditches cross through the site at elevations of 892 to 894 feet <br />above sea level. <br />The development of the area will disturb more than one acre of land. Therefore the project will <br />require a National Pollutant Discharge Elimination System/State Disposal System (NPDES/SDS) <br />General Permit administered by the Minnesota Pollution Control Agency (MPCA) prior to initiation of <br />earthwork. In compliance with the General NPDES Permit for construction activities, the project <br />proponent and construction contractor will implement Best Management Practices (BMPs) to reduce <br />erosion and sedimentation and stabilize exposed soils after construction. Erosion and sediment <br />control BMPs related to stormwater runoff are discussed in greater detail within Item 11.b.ii. <br />NOTE: For silica sand projects, the EA must include a hydrogeologic investigation assessing the <br />potential groundwater and surface water effects and geologic conditions that could create an <br />increased risk of potentially significant effects on groundwater and surface water. Descriptions of <br />water resources and potential effects from the project in EA Item 11 must be consistent with the <br />geology, soils and topography/land forms and potential effects described in EAW Item 10. <br />11. Water Resources <br />a. Describe surface water and groundwater features on or near the site in a.i. and o.ii. below. <br />i. Surface water - lakes, streams, wetlands, intermittent channels, and county/judicial ditches. <br />Include any special designations such as public waters, trout stream/lake, wildlife lakes, migratory <br />waterfowl feeding/resting lake, and outstanding resource value water. Include water quality <br />impairments or special designations listed on the current MPCA 303d Impaired Waters List that <br />are within 1 mile of the project. Include DNR Public Waters Inventory number(s), if any. <br />According to the Minnesota Department of Natural Resources (MN DNR) Public Waters Inventory, <br />there are no public water wetlands, basins or waterways present on the project site and within 1 <br />mile of the site (Appendix A, Figure 9). <br />The NWI map identified five wetland types within the project site including 1 riverine (R2UBFx), <br />that corresponds to the public and private ditches on site, and four seasonally flooded/saturated <br />emergent wetlands (3 PEM1d and 1 PEM1Af). Rice Creek Watershed Map Viewer identifies one <br />Anoka County ditch, ACD-10-22-32 Main Trunk and Branch 2 (Appendix A, Figure 10). <br />An on -site field wetland delineation is expected to be conducted in summer 2022. After regulator <br />review of the wetland delineation, a Notice of Decision (NOD) will be issued. <br />
