WS — Item 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br />Date: August 1, 2022 <br />To: City Council <br />From: Michael Grochala, Community Development Director <br />Re: Amend 2020-2024 Street Reconstruction Plan <br />Background <br />The City Council adopted the 2020 — 2024 Street Reconstruction Plan in June of 2020. The plan <br />and subsequent approvals authorized issuance of Street Reconstruction Bonds for the 2021 Street <br />Reconstruction project. This project included the following streets: <br />Phase <br />Streets <br />Est. Cost <br />2021 <br />4th Avenue (Main Street to Pine Street), Karth Rd, Joyer Ln, Talle Ln, <br />Canfield Rd, and Gaage Ln. <br />$1,800,000 <br />This project was substantially completed in 2021 with final completion planned in 2022. Due to <br />cost underruns and no use of contingency staff has identified approximately $400,000 remaining <br />in the project fund. Since these funds are restricted to use for street improvements staff is <br />recommending adding an additional project for reconstruction in 2023. <br />Pheasant Run is a 450' long cul de sac, lying north of Birch Street and east of Blackduck Drive. <br />The Overall Condition Index rating of the street is 11 on a scale of 0 — 100. The street has <br />undersized water main and poor stormwater drainage. The project would include full <br />replacement of the water, sanitary and storm facilities. The estimated project cost is $850,000 <br />with approximately 50% of the cost related to the street. This is generally consistent with the <br />available funding in the 2021 Street Reconstruction Fund. <br />To move forward with the project the City Council would need to amend the 2020 — 2024 Street <br />Reconstruction Plan to identify the project. This requires a public hearing and unanimous vote <br />by the City Council. Additionally, a 30-day period must elapse during which time a petition may <br />be submitted requesting an election. If no petition is received the city may proceed with the <br />project. <br />If approved the design would be completed in fall of 2022 and construction would commence in <br />2023. <br />
